Closeout Buyer

Position Summary:
The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Buyer at the Pueblo, CO location. This position will report to the Procurement Manager, or Designee at the PCAPP project working under direct to general supervision. Performs primary task involved in purchase order close-out activities of low complex purchase orders. Other roles may include the formation and administration of low complex purchase orders and the identification and administrative control of materials. This PCAPP position falls under the scope of the McNamara-O’Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working. This is a short terms assignment in support of purchase order close out.
•Performs purchase order close-out activities.
•Performs tasks involved with the cradle to grave administration of purchase orders.
•Communicates in a professional manner with suppliers and personnel within Bechtel to establish clear definition of requirements, and to assure performance to purchase order terms and conditions. Prepares bidder pre-qualification, bidder lists, bid solicitation, bid analysis, makes commitments and administers purchase orders through the closeout of the orders.
•Communicates with suppliers as necessary to achieve required service and results from potential and actual suppliers to meet project needs.
•Communicates with Engineering, Operations and other project departments to assist and/or guide them in the preparation of material requisitions for the procurement of materials and equipment and to achieve the understanding needed to process these requisitions.
•Ensures personal knowledge of the Bechtel and PCAPP Procurement processes and procedures and maintains work within those parameters.

Qualifications and Skills:
Basic Qualifications: Bachelor’s Degree in Business Administration, Supply and Logistics Management, or similar discipline or in lieu of a degree, 6 years of progressive, relevant work experience in general procurement, materials handling, buying, warehousing, and expediting Must have the right to work and remain in the US without sponsorship. Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety) *. Minimum
Qualifications: Good written and oral communications skills Good knowledge of general business practices, procurement and administrative procedures. Proficient in organizing tasks for completion by an agreed deadline. Proven ability to function as part of a multi-discipline project team and to support team goals.
Preferred Qualifications: Basic knowledge of schedules and budgets Basic understanding of materials and equipment being expedited. Knows how to deal professionally with suppliers and project personnel. Basic understanding of the purchase order close-out process Basic understanding of materials and equipment being expedited. Basic knowledge of Federal Acquisition Regulations, and applicable Agency Supplements. Basic understanding of Governmental Contracts and the flow-down of applicable clauses and requirements.
