Job Description

Summary

The Lock Out Tag Out (LOTO) Contractor Coordinator is responsible for ensuring the safe and effective implementation of energy control procedures for all contractor activities at the plant. This role serves as the central point of coordination between plant operations, maintenance teams, and external contractors to ensure full compliance with OSHA regulations, plant policies, and industry best practices for hazardous energy control.

Responsibilities
 

  • Coordinate Contractor LOTO Activities:
  • Serve as the primary liaison for all contractor-related lockout/tagout activities.
  • Review contractor work plans and ensure proper identification and control of hazardous energy sources before work begins.
  • Facilitate and oversee the issuance and clearance of LOTO permits for contractor work.


Compliance & Procedure Management:
 

  • Ensure all LOTO procedures are followed in accordance with OSHA 29 CFR 1910.147, plant policies, and contractor agreements.
  • Verify that lockout/tagout devices are applied correctly and documented appropriately.
  • Maintain accurate logs, tags, and isolation documentation for all contractor activities.


Communication & Coordination:
 

  • Coordinate closely with plant operations, maintenance, and safety personnel to schedule and communicate equipment isolations.
  • Conduct or participate in daily coordination meetings to review ongoing and upcoming contractor work requiring LOTO.
  • Communicate clearly with contractors on energy isolation boundaries, responsibilities, and expectations.


Safety Oversight & Auditing:
 

  • Perform field verifications to ensure locks, tags, and isolations are properly applied and remain in place during the work.
  • Assist with or lead periodic LOTO audits for contractor activities.
  • Immediately address and escalate any non-compliance, unsafe conditions, or procedural deviations.


Training & Support:
 

  • Provide orientation and guidance to contractors regarding site-specific LOTO procedures.
  • Support training initiatives for plant staff and contractors on LOTO best practices and updates.


Qualifications
 

  • 5+ years of experience in a power generation, industrial, or energy facility with direct involvement in lockout/tagout procedures.
  • Working knowledge of OSHA 29 CFR 1910.147 and other relevant safety regulations.
  • Demonstrated ability to read and interpret P&IDs, single-line diagrams, and equipment isolation points.
  • Strong communication skills and the ability to coordinate across multiple departments and contractor teams.
  • Proficiency with basic computer applications (e.g., Microsoft Office, permit tracking systems).


Preferred:
 

  • Safety certifications (e.g., OSHA 30, NFPA 70E, or equivalent).
  • Familiarity with CMMS or electronic work permit systems.


Work Environment & Physical Requirements
 

  • Power plant environment with exposure to heat, noise, and rotating equipment.
  • Must be able to walk, stand, and climb stairs/ladders for extended periods.
  • Ability to work in both office and field settings, sometimes under adverse weather conditions.
  • Occasional off-hours or weekend work may be required to support outages or critical activities.
